State Procurement Supervisor Location Baton Rouge, LA : Supplemental Information

The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-619. This position is on RFP Team. This vacancy will be filled by new hire or by promotion of a permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. There is a Special Entrance Rate (SER) of $2,236.80 biweekly for this position. Louisiana is a State as a Model Employer for People with Disabilities. Qualifications MINIMUM QUALIFICATIONS: A baccalaureate degree plus three years of professional level experience in procurement, contracts, grants, auditing (financial, operational or compliance), budgeting, financial analysis, accounting, or data management. SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree. A master's degree in public administration, business administration, management, finance, or accounting will substitute for one year of the required experience. A Juris Doctorate will substitute for one year of the required experience. Certification by the Universal Public Purchasing Certification Council (UPPCC) as a Certified Professional Public Buyer (CPPB) or a Certified Public Purchasing Officer (CPPO) will substitute for one year of the required experience. FUNCTION OF WORK: Supervises the procurement of goods and services on a statewide basis on behalf of all state agencies and participating local government units, which includes the regulatory review of related contracts and grants. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: Broad from a State Procurement Manager. May receive supervision from higher-level personnel. SUPERVISION EXERCISED: Subordinate staff consists of State Procurement Analysts and/or State Procurement Specialists. Other combinations may be considered by SCS. LOCATION OF WORK: Division of Administration, Office of State Procurement. Other locations may be approved by SCS. JOB DISTINCTIONS: Differs from State Procurement Specialist by the presence of direct supervisory responsibilities. Differs from State Procurement Manager by the absence of managerial responsibility for one or more statewide procurement functions.

Coordinates the work activities of a procurement team by providing training, as well as assigning and evaluating work. Prepares and/or supervises the preparation of regular and special reports. Assists in evaluating policy and procedural changes, and participates in developing operational efficiencies. Confers, corresponds and conducts meetings with agency administrators and other state personnel, private industry, and other governmental bodies in order to seek information and explain policies, rules and regulations. Supervises the research and development, award, and management of a number of complex statewide contracts for a variety of commodities ensuring compliance with laws, policies, and procedures. Provides interpretation of policies, procedures, rules, regulations, revised statutes and internal guidelines to subordinates, agency personnel, and vendors. Plans, organizes, and conducts workshops and seminars to inform agency personnel and vendors on a statewide basis of all laws, policies, and procedures governing state procurement. Assists in developing training manuals, guides, and materials to assist agencies, in-house personnel and vendors in procurement compliance. Guides subordinates in providing regulatory supervision over agencies. Participates as necessary in protests of solicitations, awards, suspensions, and disbarments. May serve as an expert on the procurement of specialized items. May write narratives and develop charts to display sequence of procedures, divisions of responsibility, origin and flow of documents, commodities, tasks, etc. Examines, for accuracy and comprehensiveness, documents involved in the procurement process such as requisitions, purchase orders, contract release orders, bid tabulations, etc. Assists in planning, organizing, and conducting inspection and training programs for agencies. May assist in determining goals and implementing plans for special programs.
